Key Note Speaker: Honourable Dr. Kenny D. Anthony, Prime Minister of St. Lucia
Born in 1951, Kenny Anthony was trained in law at the University of the West Indies and received a doctorate from the University of Birmingham, England, in 1988.
A former consultant for the United Nations Development Programme, in 1996 he became leader of the St Lucia Labour Party (SLP), and in 1997 he led a coalition of the SLP and smaller opposition parties to victory in the general elections - the biggest electoral landslide in the country's history.
He led the SLP to victory in early elections in December 2001, gaining 14 of the 17 contested seats. The remaining seats were taken by the former ruling United Workers Party.
Rising levels of crime and high unemployment are among the challenges facing Mr Anthony's administration.
